Amends existing law to provide funding for full-day kindergarten and to provide that students in full-day kindergarten shall be counted as full-time students for purposes of enrollment counts.

This is an important baby step towards modernizing our public school system and ensuring more Idahoans are competitive in our dynamic and increasingly global labor market.
